
Wisconsin Home Energy Assistance Program
The Wisconsin Home Energy Assistance Program (WHEAP) provides assistance for heating costs, electric costs, and energy crisis situations. Operating with federal and state funding, the program provides assistance to households across the state to help lower the burden incurred with monthly energy costs.
UMOS is the local agency serving Kenosha, Marquette, and Milwaukee Counties and strives to provide warm assistance to households, especially during winter months.
Services Overview:
WEATHERIZATION (WX)
Lowers utility costs by making your home more energy efficient, with services from heating system updates to energy-saving products.
WATER CONSERVATION
Services from repair / replacement of water heaters; may also include leaks with toilets, sinks, pipes and other water sources not due to lack of maintenance.
FOCUS ON ENERGY
Provides free energy-saving products that may include showerheads, faucet aerators, power strips, pipe insulation, and more.
FURNACE
Will repair or replace heating units that are dangerous or non-functioning.
HEAT FOR HEROES
Assists with heating and cooling utility costs for veterans, military and their families.
Heating and Electric Assistance
Assistance is not intended to cover all heating or electric costs, and depends on the following factors
- Income
- Size of home or apartment
- Energy costs
WHEAP heating and electric assistance is a one-time payment during the Wisconsin heating season (October 1- May 15).
Crisis Assistance

A household may be eligible for crisis assistance if you are experiencing an energy emergency. Crisis assistance is intended to provide emergency services to assist eligible households experiencing an energy emergency.
Crisis Service: Oil, Propane, and other Bulk Fuel
Bulk fuel providers often require a costly minimum order for delivery. Crisis Assistance may be able to help you make the minimum payment, so you won’t be left without fuel. Energy Assistance & Weatherization can also help you convert your home from oil or propane to natural gas heating!

Non-emergency and Preventative Crisis Assistance

If you are having trouble paying for your utilities or find that you are falling behind on payments, other services are also available and include:
- Providing information on how to reduce fuel costs
- Counseling on budgeting and money management
- Providing payments to a fuel supplier
- Furnace replacement assistance:
If your furnace, water heater or boiler stops working, Emergency Heating System Assistance can help homeowners and some renters!**
(**You and your landlord must qualify for WHEAP. 2 to 4- unit dwellings must be owner-occupied.)
