Workforce Development Program

UMOS provides a variety of Workforce Development Programs through Milwaukee Job Center South. Job Center South is part of the Milwaukee Job Center Network, funded by Wisconsin Works (W-2) and related programs. W-2 is the State of Wisconsin's Temporary Assistance for Needy Families (TANF) program—the welfare reform program signed into law by then President Clinton, as part of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA).

Strong Track Record and Unique Service Delivery Model

UMOS has a strong track record of successful service in workforce development programs. Some of the unique features of the UMOS service model are:

  • Includes more difficult to serve participants; limited English-speaking and multiple barriers.
  • Recognizes the root causes of welfare dependency and more intractable life circumstances.
  • Addresses the interplay of violence and poverty and provides appropriate support services.
  • Focuses on job retention by training employers in management techniques to aid transition.
  • Makes efficient use of community service providers.
  • UMOS has linguistically and culturally sensitive environments. Many UMOS staff members are bilingual and all materials are printed in Spanish and English.

UMOS also receives support from numerous other organizations, including Wisconsin Correctional Service, Emergency Food and Shelter National Board Program, University of Wisconsin System, Wisconsin Technical College System, Wisconsin Community Action Program, Milwaukee Public Schools, Manitowoc County Human Services Department, Texas Migrant Council, AIDS Resource Center of Wisconsin, Great Lakes Intertribal Council, Black Coalition, Family Health/La Clinica, Minnesota Housing Partnership, Volunteers of America, Dakota Turning Point, Metropolitan Milwaukee Fair Housing Council, the United Way, the American Red Cross, as well as the J.P. Morgan-Chase, Potawatomi, U.S. Bancorp, Wisconsin Energy Corporation, Bank One, M & I Bank, and Otto Bremer Foundations.
