About the UMOS Workforce Development Program

UMOS provides a number of workforce development programs through Milwaukee Job Center Southeast, a comprehensive one-stop that is part of the Milwaukee Job Center Network. Through the Job Center, UMOS and several public and nonprofit partner agencies offer multiple programs and services geared toward moving individuals into employment and reducing their dependence on government assistance.

UMOS Experience and Service Delivery Approach
UMOS has extensive experience administering a variety of workforce development programs and services. This experience includes working closely with individuals and families who face barriers to finding and keeping stable employment. They may have limited English-speaking proficiency, a poor work history, physical or mental health challenges, low levels of job skills or education, or other factors which impede their ability to become self-sufficient through their own resources. UMOS has evolved over decades into what it is today, an agency whose vision is "making a difference."


UMOS service delivery includes:
  • Offering services in linguistically and culturally sensitive environments
  • Recognizing root causes of life’s hardships and dependency on public assistance for low income populations
  • Addressing the interplay between violence and poverty and providing appropriate supports
  • Developing strong relationships with community service providers and staying connected with them
  • Focusing on relationships with the employer community and facilitating job placement and retention for program participants
  • Integrating services to maximize positive outcomes and minimized duplicative efforts
Program Funding Sources
UMOS receives funding from the following sources to operate its workforce development programs:
  • United States Department of Labor
  • Wisconsin Department of Children and Families
  • Milwaukee County Department of Child Support Enforcement
  • Milwaukee Area Workforce Investment Board
  • Wisconsin Community Action Program (WISCAP)

UMOS also receives support from other organizations which supplements UMOS’ workforce development efforts, including the Milwaukee Area Technical College (MATC), Hunger Task Force, Northwestern Mutual Foundation, United Way and Integrated Family Services.
