HIV Counseling & Testing – Milwaukee/Racine/Kenosha Counties in Wisconsin; and Sioux City, South Dakota
Funded under the Wisconsin Division of Health, the program works in close collaboration with UMOS Case Management and other client programs. The program offers free individualized, anonymous, and confidential HIV pretest counseling, testing, and post-test counseling in English and Spanish. The program provided HIV testing promotion outreach to 1,693 persons. Our outreach resulted in 646 persons being tested, utilizing both the new ORAQUICK test which provides results in twenty minutes. The program has resulted in early diagnosis of HIV/AIDS, making it possible for participants to access immediate case management, care and treatment.

Centers for Disease Control (CDC) Rapid Testing Migrant Demonstration Program
One of three migrant demonstration programs in the country, this limited term demonstration program focused on rapid HIV testing of Hispanic migrants and African born immigrants in Wisconsin, Minnesota, and South Dakota. UMOS tested 3,199 migrants and immigrants during the program’s duration.
Multi-cultural HIV Case Management – Milwaukee County, Wisconsin
This program is funded under the Ryan White Consortium, in coordination with ARCW. This project provided individualized case management services designed to meet the needs of 65 cumulative Hispanic clients and their families living with AIDS through culturally specific, bilingual case management services, including 1,385 housing, legal, food pantry, transportation, and advocacy referral units of service at no cost to clients.
Multi-Cultural HIV Prevention Project – Wisconsin Statewide
Funded under the Wisconsin Division of Health, UMOS staff provided over 5,000 culturally competent, one-on-one and group bilingual AIDS/HIV/STD prevention education, intervention and risk reduction sessions to 503 unduplicated clients engaging in high risk activities within the Hispanic community, resulting in 90% of the participants demonstrating at least one at risk reduction skill.
Teen Montor Training & Outreach – Milwaukee, Kenosha & Waushara Counties, Wisconsin
A comprehensive teen-to-teen mentoring program exceed their goals by providing over 900 hours of bilingual tobacco and HIV/AIDS/STD prevention education to over 3,000 teens through outreach by trained multi-cultural teen mentors in Milwaukee County.
Ethnic Tobacco Network – Wisconsin Statewide
Funded under the Wisconsin Tobacco Control Board, through the Wisconsin Hispanic Tobacco Prevention Network, UMOS involved the community in the development of strategic plans and interventions to negate the effects of smoking on children. UMOS staff also advocated for a smoke-free environment and provided prevention education outreach to the Hispanic Community. In 2006, tobacco prevention education sessions were provided to 2,738 migrant and Hispanic adults. Prevention education sessions were provided to 2,024 migrant and Hispanic youth ages seven to 14 years, exceeding projected goals. Over 1,000 persons were provided with information on the effects of secondhand smoke at Hispanic cultural events. Over 2,500 Hispanic community members signed “Take It Outside” Clean Air Campaign pledges to not smoke in their homes, thereby keeping Hispanic children free from secondhand smoke.
A similar tobacco prevention/cessation program is implemented in Minnesota.
Related Health Services
Training and technical assistance and resources on Hispanic health-related issues and needs such as cultural competency, health disparities, and Hispanic outreach were made available. In addition, access to education information sessions on diabetes, hepatitis, cancer, TB, asthma, mental heath, nutrition, immunizations, and other health and wellness areas were also available on an appointment basis.
